Wrap Around Business Services

Wrap Around Business Services offers free, one-on-one consulting for food entrepreneurs and small business owners in the Central Valley. Designed to reduce barriers for underserved entrepreneurs, the program provides customized support to help individuals navigate everything from business startup to product development, regulatory compliance, marketing, and funding access. It is a flexible, needs-based service aimed at empowering small-scale food businesses to succeed and grow.

Who It Serves

This program serves aspiring and current food business owners—particularly those from under-resourced communities—who are seeking support with launching or growing a food-related enterprise. Typical participants include mobile food vendors, cottage food operators, value-added producers, and micro-entrepreneurs working across Fresno, Merced, Madera, Tulare, and Kings Counties.

Key Features

  • Startup Support – Guidance on licensing, permitting, and legal structure to help entrepreneurs formally launch food businesses.

  • Product Development – Assistance with recipe scaling, food safety requirements, packaging, and labeling.

  • Market Access & Marketing – Help identifying market channels, improving branding, and developing pricing and outreach strategies.

  • Certification & Compliance Support – Step-by-step assistance navigating food safety certifications and regulatory requirements.

  • Funding Navigation – Support with identifying and applying for small business loans, grants, and other sources of capital.

  • Ongoing Technical Assistance – Continued mentorship and support throughout different stages of business growth.
